Omggg where's the pitcher plant on VV3?

omg I am trying to make the shark repelant and all I need is the pitcher plant.. And YES I HAVE THE NATURE FACTION!!! but everytime I drop my villagers where it's SUPPOSED TO BE they just walk away arggg I am flipping out !!
