Why is Manny Pacquiao still ducking strict drug testing?

All this talk about drugs, and for some reason, everyone ignores the real problem... Mayweather's on crack!! It's so obvious!! He's so high on crack!! Pacquiao refuses the drug test, because then it will reveal that Mayweather is on crack!! Pacquiao feels bad for Mayweather and doesn't want it to go public!!
